Outer Banks Halloween Parade 2016 Highlights [Video / Photo Gallery]
The 3rd Annual Outer Banks Halloween Parade was easily the biggest and best yet, with well over 200 registered participants, including more than 70 costume contest entries from out of town, and hundreds more in attendance as spectators, volunteers, and unregistered Parade participants!
And the Costumes this year were beyond outstanding.
